Mahama Clarifies Free Primary Healthcare Will Complement NHIS

John Dramani Mahama says new policy will provide free basic care at community level while retaining National Health Insurance Scheme for advanced treatment

President John Dramani Mahama has clarified that the government’s Free Primary Healthcare Policy is designed to complement, not replace, the National Health Insurance Scheme.

Speaking at the official launch in Accra on April 15, the President said basic healthcare services at the community level would be provided free of charge under the new initiative.

He explained that screenings and treatment for common illnesses such as malaria and cholera would be handled at Community-based Health Planning and Services (CHPS) compounds at no cost to patients.

According to him, cases requiring further medical attention will be referred to higher-level facilities, where patients can access care using their NHIS cards.

The President emphasised that the policy aims to strengthen healthcare delivery at the grassroots while ensuring continuity through the existing insurance system.

He added that the initiative forms part of broader efforts to expand access to healthcare and improve health outcomes nationwide.
