Government Launches iCOLMS-GH to Regulate Courier and Logistics Sector
Samuel Nartey George introduces new digital platform to strengthen oversight and improve trust in Ghana’s growing e-commerce delivery industry.

The Minister for Communication, Digital Technology and Innovations, Samuel Nartey George, has launched a new digital platform designed to improve regulation within Ghana’s rapidly expanding courier and logistics sector.
The platform, known as the Integrated Courier and Logistics Management System – Ghana (iCOLMS-GH), was officially unveiled on Thursday during a ceremony held at Cantonments in Accra.
According to the minister, the initiative is aimed at strengthening regulatory oversight in the courier industry while restoring public confidence in e-commerce delivery services.
He explained that the platform was developed after concerns arose during an enforcement exercise in August 2025. During that operation, a joint task force involving the Postal and Courier Services Regulatory Commission and the Ghana Police Service seized hundreds of motorbikes belonging to courier operators.
Mr. Nartey George said the government later intervened to halt the exercise and instead opted to introduce a digital system that would allow operators to regularize their activities without affecting their livelihoods.
He noted that the courier and logistics industry has become an essential part of Ghana’s digital economy, enabling businesses to deliver goods and services to customers across the country.
However, he added that the rapid expansion of online shopping and delivery services has revealed gaps in regulation, including the presence of unregistered operators whose activities sometimes undermine legitimate businesses and reduce consumer confidence.
The minister explained that the iCOLMS-GH platform introduces a fully digital and paperless licensing system. Through the platform, courier companies and individual delivery riders can apply for licences, renew registrations and verify their regulatory status online.
The system has also been integrated with national digital infrastructure such as Ghana.GOV and the National Identification Authority. There are also plans to link it with the police verification platform, Traffitech-GH, to improve monitoring and compliance within the industry.
