PAC: GH¢20m mobilisation fee paid for Parliamentary Hospital; project yet to start
Lawmakers probe stalled Parliamentary hospital project after payment made with no visible work done

The Auditor-General has disclosed that GH¢20 million was paid as mobilisation funds for the construction of a Parliamentary Service Hospital, even though no work has been carried out on the project.
The payment, made on December 31, 2024, during the administration of Nana Addo Dankwa Akufo-Addo, was revealed in findings presented to Parliament’s Public Accounts Committee.
The contract was signed by former Minister of Health Bernard Okoe Boye.
Appearing before the committee on Wednesday, April 1, 2026, the Administrator of the The Auditor-General, Michael Harry Yamson, explained that the project stalled following a change in location from the parliamentary precincts to the National Security premises.
He noted that under an agreement between the Ministry of Health and Sienna Services, a 15% mobilisation fee from a GH¢108 million contract sum was approved, out of which GH¢20 million has already been paid.
Yamson added that although the contractor has accounted for the amount received, there remains an outstanding portion of the mobilisation fee yet to be settled.
The revelation has drawn scrutiny from lawmakers, with the committee’s Ranking Member, Samuel Atta Mills, summoning key officials involved in the transaction, including the former health minister, the former DACF administrator, and the accountant.
