Tolon MP Files RTI Request Over Energy Sector Levies

Habib Iddrisu demands detailed disclosure on revenue collection and spending, cites missing report to Parliament

The Member of Parliament for Tolon and First Deputy Minority Whip, Habib Iddrisu, has submitted a Right to Information (RTI) request to the Ministry of Energy and Green Transition, seeking full disclosure on the collection and utilisation of levies within the energy sector.

In a letter dated April 30, 2026, the lawmaker invoked Section 18 of the Right to Information Act, 2019 (Act 989), in line with Article 21(1)(f) of the 1992 Constitution, to formally request access to the information.

Mr Iddrisu pointed out that under the Energy Sector Levies Act, 2025, the sector minister is required to maintain an Energy Sector Support Account, into which proceeds from the Energy Sector Shortfall and Debt Repayment Levy are paid. The law also mandates the submission of annual reports on the account’s management to Parliament.

However, he indicated that checks conducted at Parliament suggest that the required report has not been submitted since March 31 this year.

“It is therefore necessary to make this request to obtain information to support our oversight responsibilities as Members of Parliament,” he said.

The RTI application seeks detailed data on revenue generated under the Energy Sector Levies (Amendment) Act, 2025, as well as a comprehensive breakdown of how the funds have been utilised.

Mr Iddrisu also requested that the information be presented in an organised format such as by time period or implementing agency to improve clarity and ensure accountability.

In line with the RTI law, the MP has given the Ministry a 14-day deadline to respond, requesting that the information be delivered in hard copy to his office at Parliament House.

“I am also available through the mobile contact information displayed on the letterhead for any clarification you may need to facilitate the provision of this information,” he added.

He explained that the request forms part of his responsibilities as a legislator working alongside members of Parliament’s Energy Committee to promote transparency and accountability in the management of public funds within the energy sector.
