GUTA Suspends Planned Strike After Government Concessions

Ghana Union of Traders’ Association and business groups halt action as Ghana Revenue Authority agrees to reforms on Publican AI system

The Ghana Union of Traders’ Association, in collaboration with freight forwarders and other business advocacy groups, has suspended its planned industrial action following concessions secured from the government.

The decision was reached after high-level talks between the Joint Business Forum and officials from the Ministry of Finance and the Ghana Revenue Authority on April 16, 2026.

The discussions centred on concerns over the new Publican AI trade valuation system, which industry players say has affected trade operations and customs processes.

During the meeting, the coalition demanded the suspension of the system, restoration of the previous appeals process, improved transparency, and inclusion in an oversight committee.

Government agreed to reinstate the earlier appeals framework, guaranteeing resolution of valuation disputes within 24 hours, and to expand the appeals committee to enhance transparency.

However, it declined to suspend the Publican AI system, urging stakeholders to channel concerns through a new multi-party committee, with further discussions scheduled for April 20.

While acknowledging that some issues remain unresolved, the business coalition described the outcome as progress, noting that the suspension of the strike is temporary and could be reconsidered if negotiations stall.
